Deer Creek Intake Project Community Awareness Services Request for Proposals

The Association is undertaking a significant capital project to replace or refurbish the Deer Creek Power Plant Outlet Works Intake structure in the near future. This project is known as the Deer Creek Intake Project, Intake Project or DCIP. The estimate for design and construction of this project is approximately $40 million. The Association desires to retain an experienced firm to assist with Community Awareness for the Intake Project during the scoping, design and construction phases of the project.

Scoping and preliminary design for the DCIP is occurring in 2020. This will include exploratory testing and underwater drilling in the spring and summer of 2020. Final design is expected to begin in early 2021. It is likely that the DCIP will be a General Contractor/Construction Manager (CM/GC or Construction Manager-at-Risk) project with construction starting as early as 2022. It is planned that there will be a value engineering session for this project during this period. The successful proposer is expected to participate in this session. It is further anticipated that the construction period will be approximately one year. Much of the construction will occur on the shore of Deer Creek Reservoir, on the water surface of the reservoir or underwater.

Five (5) printed copies of the Proposal Documents and the Cost Proposal must be received on or before Wednesday April 8, 2020 at 2:00 p.m. Late submissions will not be considered, regardless of reason for delay. Documents may be hand delivered or sent via U.S. mail to:
